The discussion question takes the position that limited scale war is becoming more of a threat in post-Cold War era since the Second World War, there have been 60 or so wars between nations around the world. This shows that the opportunity as well as the need for limited scale war between nations is present. However, the end of the cold war with the collapse of the Soviet Union did something to international relations which no traditional policy maker or political guru really likes and that is change. It changed considerably the political scenarios as well as the reasons which countries had for going to war with each other. Instead of protective agreements, defense pacts and broadly aligned groups, nations have become divided into regional political forces and perhaps the only thing which keeps countries in check from going to war with each other is economic interests. The most important reason for war becoming more of a threat in the post-Cold War era is the idea that there is power vacuum and no counter to the might of America.
